LESCO has recently started strong action against LESCO consumers who do not pay their LESCO bills. The aim of this initiative is to reduce the financial burden arising out of unpaid dues.
Special teams have been formed for bill recovery which trace the defaulters and issue legal notices. This covers not only KNR (kitchen and residential) users but also commercial and industrial consumers. LESCO’s new processes include data analysis and advanced meter auditing.

LESCO is issuing legal notices for its bill recovery campaign under Pakistan Electric Power Regulatory Authority (NEPRA) and Pakistan Standard Rules.
JSP (Judicial Sales Process) or Disconnect/Connect notices are being enforced in a proper manner. If a consumer receives the notice and does not pay, his electricity connection can be temporarily suspended.
The legal framework proves that LESCO is not just giving warnings but is forcing the defaulters for recovery through strict enforcement. This shows that now the “connection will be disconnected if bill is not paid” policy is being followed properly if you dont follow the billing guideline.
In the latest technology, LESCO has upgraded its data collection systems, which include smart meter reading, anomaly detection, and GIS mapping.
High-loss areas are being identified using machine-learning tools and AI. This helps in tracking PT Enterprises and illegal hookups. Audit teams also physically visit suspicious areas.

LESCO has also launched awareness campaigns which include SMS alerts, WhatsApp notifications and local radio announcements.
Consumers are being informed that it is their social responsibility to pay their LESCO bills on time, make sure you must set the monthly electricty goal to avoid over billing. Missed payments lead to bill delays, penalties and risk of disconnection. Residents are offered convenient payment options through online portals, mobile apps and scratch card systems.
Panels have also been installed at offline banks and retail outlets where consumers can easily pay their LESCO bills. The public is also being educated through media channels that if all the members of the society pay their bills on time, not only will load shedding be controlled, but distribution improvement will also be possible.
Industrial units, especially furnaces and steel mills, are still the biggest source of electric theft. LESCO has started raids and surprise inspections in these facilities.
Cases of meter tampering, bypass lines, and under?billing are immediately reported and actions of heavy fines and possible disconnection are being taken.
Theft is still high in some distribution companies in Sindh and Khyber Pakhtunkhwa, but Lahore Electric soared ahead and recovery of 60 billion rupees has been achieved. This model is now being replicated, where FIRs and court notices are being issued against defaulting industrial units.
Under LESCO, Lahore Electric Supply Company (LESCO) has shown the best performance. They recovered losses worth Rs 60 billion last year, which included cases of illegal metering and theft.
Their model is becoming a blueprint for other DISCOs. LESCO performance audit reports are now being uploaded in the public domain to increase transparency.
This approach is also building consumer trust, understanding electricity bill and encouraging people to complain if they know of illegal hookups. Regular payment of LESCO bill has become a culture for Lahore residents and in commercial consumers.
There is no uniform progress in every region. There are still unpaid LESCO bills and the scale of theft is high in Sindh and rural areas.
There board reforms are still pending; legal disputes and political interference are delaying the reforms. Despite LESCO initiatives, infrastructure is outdated in some areas, connection tracing is difficult. Awareness is also low and collection teams have to face resistance.
Now the government plan is to form governance reform committees in Sindh and launch subsidized payment plans for rural customers so that bill recovery is safe and effective.
LESCO has made a commitment of Rs. A target of 100billion annual loss reduction has been set for the next 5 years.
This includes smart metering rollout, data analytics expansion, and strict enforcement of notices. Technical staff training programs are underway, which will include meter tampering detection and customer service improvements. Consumers will also be given installment and scheduling options so that the bill burden is manageable.
Regular performance audits will be publicly visible through a dashboard. If this roadmap is successfully implemented, the combined sector wise losses could be limited to Rs. 400B to Rs. 100B. This will be a fatal step in LESCO bill collection and sector sustainability.
